La Cámara de Comercio Polaco – Española va a organizar un evento sobre los cambios que se van a producir en Polonia a partir de enero de 2012 en el ámbito de la recogida y gestión de residuos sólidos urbanos a raíz de la reciente aprobación de la reforma de la ley de limpieza y orden municipal.

La Cámara, consciente de las grandes oportunidades de negocio que va a generar el nuevo sistema de residuos sólidos urbanos para la empresa española (nuevas inversiones, instalaciones de tratamiento de residuos, etc.), les invita a participar en la Conferencia titulada:

 "Revolución en el sistema de gestión de residuos sólidos urbanos:

una oportunidad para las empresas del sector.”

La misma se desarrollará en polaco con traducción simultánea al inglés y tendrá lugar el próximo día 6 de octubre de 2011 en el Hotel InterContinental de Varsovia.

En el evento, apoyado por otras Cámaras de Comercio (Portugal, Escandinavia, Alemania, Francia) participará como ponente principal nuestro miembro, el despacho de abogados Domański Zakrzewski Palinka junto con otros especialistas de reconocido prestigio. Igualmente, se encontrarán en el evento representantes de autoridades locales, instituciones que son clave en este sector a raíz de la nueva legislación sectorial. Creemos que será una buena ocasión, por tanto, para anticiparse a los inminentes cambios y además hacer contactos empresariales.

We have the honour of inviting you to a conference:

Revolution in the municipal solid waste management system – an opportunity for sector businesses 

to be held on 6 October 2011 in the InterContinental Hotel in Warsaw.

The aim of the conference is to set out perspectives for the development of the waste management market in Poland in the context of the amended Act on Keeping Municipalities Clean and Tidy. The amendments, which come into effect on 1 January 2012, introduce revolutionary changes to the municipal solid waste management system, giving municipalities power over municipal solid waste.

Under the current controversial regulations:

• the obligation to manage municipal solid waste lies with real estate owners
• waste collection services are provided by businesses on market rules  
• municipalities’ power to steer waste streams is limited.

The current condition of the municipal solid waste management system raises a question mark over Poland’s ability to meet the requirements imposed by EU law. The new system is aimed at improving our chance of meeting quantity targets and the required infrastructure investments, e.g. by guaranteeing municipalities control of municipal solid waste streams and introducing waste management charges for residents. The reform also introduces far-reaching changes in municipal solid waste collection through the introduction of an obligation for municipalities to contract waste collection services to businesses and a serious restriction on the said services being contracted to municipal companies (i.e. municipal organisational units) without a tender being held.

During the conference the following issues will be discussed:

• current state of municipal solid waste management in Poland and the scale of investment needed
• main assumptions of the new municipal solid waste management system
• forms for carrying out infrastructure projects and project financing
• municipalities’ investment plans, long-term waste management strategy
• business opportunities for businesses in the waste management sector.

Our invitation to attend the conference is especially addressed to businesses dealing with waste management, waste collection and transport, segregated waste collection, and suppliers of technology for waste treatment installations.  

Conference participants will also be representatives of local regional authorities that under the new regulations will be responsible for waste management.
